Nach tausenden Petitionen an das Europäische Parlament von überall aus Europa, in denen neben Protesten gegen das neue Tötungsgesetzt ebenfalls Misshandlungen von Strassenhunden und Hunden in den öffentichen Shelters beklagt wurden, kam eine Delegation des Europäischen Parlamentes nach Rumänien zu diesem Thema.

Der erste Besuch,  am 4. Dezember, diente dazu, die Einstellung/Meinung der Regierenden zur Situation der Rumänischen Strassenhunde herauszufinden, in Gesprächen mit Representanten der SNCVSA und dem Bukarester Bürgermeister. Unter anderem Wurde Delegationsmitglieder versichert, daß die neue Hundemanagement Regelung ein Gesetz der “Adoption” und nicht ein Gesetz der “Einschläferung” sei und daß die Öffentlichkeit Zugang zu den öffentlichen Shelters habe, und somit Transparenz herrsche.

Am 28. Januar kehrte die Delegation (bestehende aus Janusz Wojciechowski MEP deputy vice president of the AGRI Committee , Dr. Karolina Tomaszewski , Tierärztin, animal welfare and4 Magdalena Majerczyk Consultant , Political Consultant ECR) nach Rumänien zurück, um sich direkt und vor Ort über die Situation zu informieren und Shelters zu besuchen.

Delegation des Europäischen Parlamentes mit der Realität der Shelter Hallen konfrontiert

Um 10:00 Uhr, öffentliches Hunde Shelter, das zum Rathaus Slatina gehört, in einem Dorf gelegen und mit einem Schild missbräuchlich versehen “Privatgrundstück – Zutritt verboten”. Keine Helfer aber ein Wachmann,  der die Anweisung hat, niemanden hereinzulassen.

Vertreter des Bürgermeisters verstrickten sich in Ausflüchte, warum es nicht möglich sei, einen Vertreter zum Shelter zu schicken. So wurde die Tatsache klar, daß hinter diesen verschlossenen Toren eine illegale und grauenhafte Situation herrscht.

Das der Stadt Slatina gehörende Shelter wird von der selben SC Iberia Velvet Ltd betrieben, die als verlässlicher Partner des Rathauses im Zins/Kreditgeschäft u.A. mit öffentlichen Geldern profitiert.

“Shelter” Hunde sterben qualvoll und die Gesetzlichen Minimal-Anforderungen der DSVSA werden nicht erfüllt!

Beklagenswerterweise befindet sich der Zaun hinter einer unberührten 1 Meter hohen Schneedecke, was beweist, daß diese Hunde seit Tagennicht gefüttert wurden.

Dies ist aber, unter Berücksichtigung von Berichten von Personen, die dieses “Shelter” besucht haben im Laufe der Zeit, die übliche Situation. Es wurde festgestellt, daß diese Hunde neben fehlendem Futter und Wasser, nicht einmal TrinkNÄPFE haben!

Einen Shelter-Hund in Slatina kann man theoretisch adoptieren. Man muss zunächst ins Rathaus Slatina gehen, zur Tierheimverwaltung. Dort wird der bürokratische Teil erledigt. Dann geht man mit einem Vertreter der Stadt zum Tierheim, einen Hund aussuchen.

Die Schlussfolgerung der Delegation war, daß es grosse Widersprüche zwischen den Aussagen der Verantwortlichen beim ersten Besuch und den Erkenntnissen des zweiten Besuches gibt.

Shelter sind geschlossen, den Hunden geht es sehr schlecht, und Adoptionen werden behindert bis unmöglich gemacht.

Die Delegatio wird einen vollständigen Bericht über die Beschwerden erstellen und dem Europäischen Parlament und der Europäischen Kommission vorlegen..

EU-delegation visits Romania again – At last… someone switched the lights on!

January 28 – Delegation of the European Parliament to Romania face-to-face with the reality of the dog shelters owned by city halls.

After thousands of petitions addressed to the European Parliament from across Europe, which included, in addition to protests against the new law on killing dogs, claims of incidents of abuse against stray dogs and dogs living in deplorable shelter conditions, a delegation of the European Parliament came to Romania to investigate this issue.

The first visit, paid on December 4, 2013, was aimed at finding out the opinions of authorities on the situation of the stray dogs in Romania. Thus, during the meetings with representatives ANSVSA (and also with the Mayor of Bucharest), the delegation members were assured, among others, that the law on dog management was a law on “adoption, not on “euthanasia” and the citizens had access to public shelters which were totally transparent and complying with the law!

On Tuesday, January 28, 2014, the delegation of the European Parliament consisting of Janusz Wojciechowski, MEP deputy and vice president of the AGRI Committee, Dr. Karolina Tomaszewski, veterinarian and animal welfare consultant, and Magdalena Majerczyk, ECR Political Consultant, returned to Romania in order to inform themselves on the situation directly on site and they also included in their agenda some visits to dog shelters.

Unfortunately the weather in Romania during the last few days, with heavy snowfall and blizzard, caused the cancellation of some flights, therefore the time available to the delegation was reduced by half a day and only part of their planned agenda was possible; however, their shortened visit did reveal some of the realities of the dog industry.

The Delegation of the European Parliament was faced with the reality of the dog shelters owned by City Halls.

At 10:00 a.m., in the public dog shelter located in the village of Saristea and owned by Slatina City Hall, on whose gate was abusively written “Private Property. Access denied”, there was no caring staff but a gatekeeper who had received orders not to allow anyone to enter.

To hide what could still be hidden from the European officials, the representatives of the City Hall acted in a more aggravated manner, rather than revealing that the situation behind the locked gates was cruel and illegal. They were embarrassed about sending a representative to the shelter (without whom the entry to the shelter was not allowed). Furthermore, they were embarrassed when I asked if the shelter belonged to the City Hall or was a private shelter. Probably all the interlocutors from the City Hall and the State Patrimony Administration did not know what would be appropriate to answer, so they spoke confusingly and finished with the eternal “I don’ know”.

Finally, we found out from the vice mayor, who was not in a position to say “I don’ know”, that the shelter belonged to Slatina City Hall.

The dog shelter of Slatina City Hall is managed by the same company, Iberia Velvet SRL, the constant partner of the City Hall, charging excessive prices settled by Slatina City Hall from the public money.

However, the “Shelter” which does not meet the minimum legal requirements, where dogs die in starvation, holds a sanitary and veterinary certificate issued by DSVSA (Sanitary- Veterinary and Food Safety Department) of Olt county!

The lamentable condition of the dogs sheltered there could be deduced even from the gate. Around a special cage where they kept a “protected” purebred dog, the snow was 1 m high and intact, meaning that in the last few days nobody had gone to that dog to feed it.This is the usual situation if we recall the personal observations and also the statements of those who have visited this “shelter” so far, whereby they noted that, except for exhausted dogs lacking water and food, the cages had nothing, not even water bowls! This cruelty applied to animals, which is shown in statements and photographs, was the reason of the criminal complaint made by FNPA in 2013 against the City Hall and also against Iberia Velvet SRL.

Moreover, the adoption of a dog from the shelter of Slatina City Hall seems to involve winding steps, without any effective result. In theory, adopting a dog would have been possible if you had first addressed to the City Hall, then to the State Patrimony Administration, where they asked you to fill in a lot of papers, and then you had come to the shelter, accompanied by a representative of the City Hall, to choose a dog.

The Delegation found that there was a major discrepancy between what the authorities had told them during their first visit and what they found on site during their second visit. The shelters owned by the City Halls are tightly closed, the animals are in distress and adoptions are made difficult if not impossible.

The Delegation will prepare a full report on the things observed, which they will submit to the European Parliament and to the European Commission and will also make it public.

In urma miilor de petitii adresate Parlamentului European din intreaga Europa in care, pe langa protestele impotriva noii legi privind uciderea cainilor, se reclamau abuzurile impotriva cainilor fara stapan si starea deplorabila a cainilor din adaposturile primariilor, o delegatie a Parlamentului European a venit in Romania pe aceasta problematica.

Prima vizita, din 4 decembrie, a avut scopul de a afla opiniile autoritatilor cu privire la situatia cainilor comunitari din Romania, in carul intalnirilor cu reprezentantii ANSVSA (dar si cu primarul municipiului Bucuresti), unde membrii delegatiei au fost asigurati, printre altele, ca legea de gestionare a cainilor este o lege a “adoptiei” si nu o lege a “eutanasiei”, iar publicul are acces in adaposturile publice, acestea fiind total transparente.

Marti, 28 ianuarie, delegatia din cadrul Parlamentului European formata din Janusz WOJCIECHOWSKI, Deputat Europarlamentar, vicepresedinte al Comisiei AGRI, Dr. Karolina TOMASZEWSKA, medic veterinar, Consultant bunastarea animalelor si Magdalena MAJERCZYK, Consultant politic ECR, a revenit in Romania in scopul de a se informa in mod direct referitor la situatia din teren, programul incluzand in acest sens si vizite la adaposturi.

Delegatia de la Parlamentul European confruntata cu realitatea din adaposturile Primariilor

La ora 10:00, in adapostul public de caini apartinand primariei Slatina, situat in satul Saristea si pe a carui poarta scria, in mod abuziv, „Proprietate privata. Accesul interzis”, nu exista personal ingrijitor ci doar un gardian care avea ordin sa nu permita NIMANUI intrarea.

Pentru a ascunde ce se mai poate ascunde in fata oficialitatilor europene, reprezentantii Primariei au actionat intr-un mod agravant, incurcandu-se in a  trimite un reprezentant la adapost, evidentiind si mai bine faptul ca in spatele portilor ferecate situatia este una ilegala si cruda.

Adapostul detinut de primaria Slatina este gestionat de aceeasi SC Iberia Velvet SRL, partenerul stabil al Primariei, practicant al unor tarife exorbitante, decontate de catre primaria Slatina din banii publici.

„Adapostul” in care cainii mor de inanitie si care nu respecta minimum de conditii impuse de lege este autorizat de catre DSVSA Olt!

Starea deplorabila a cainilor din adapost se putea deduce inca de la gard unde, zapada neatinsa, de 1 m inaltime, din jurul unei boxe speciale unde era cazat un caine de rasa „protejat”, dovedea faptul ca nimeni nu intrase la el in ultimele zile pentru a-l hrani.

Situatia este una uzuala daca amintim observatiile personale dar si declaratiile celor care au vizitat acest „adapost” de-a lungul timpului, prin care s-a sesizat faptul ca, in afara de caini extenuati de lipsa apei si hranei, boxele nu au nimic, nici macar recipiente (pentru apa) !

Adoptia unui caine din adapostul primariei Slatina ar fi fost posibila, teoretic, daca mergeai mai intai la Primaria Slatina, apoi la Administratia Patrimoniului, unde completai acte, iar apoi veneai la adapost cu un reprezentant al Primariei si alegeai un caine.

Concluzia Delegatiei a fost ca exista o discreptanta majora intre cele prezentate de catre autoritati in cadrul primei vizite si cele constatate in teren in cadrul celei a doua vizite. Adaposturile primariilor sunt inchise ermetic, animalele in suferinta, iar adoptiile ingreunate spre imposibil.

Delegatia va elabora un Raport complet asupra celor sesizate, raport ce va fi prezentat Parlamentului European si Comisiei europene.
