Massaker in der Vier Pfoten Tierklinik

Hundefänger betreten illegal die Vierpfoten Tierklinik und missbrauchen Hunde / Bukarest, 24. März 2014

Vergangenen Freitag, am 21. März 2014 missbrauchten und entnahmen mehrere Hundefänger der lokalen Behörde für Strassenhundemanagement ASPA 18 Hunde, die sich in Behandlung bei der internationalen Tierhilfsorganisation Vier Pfoten befanden. Sie brachen das Schloss des Einganges auf, nahmen die Hunde und zerstörten die Nachsorgezwinger der Vier Pfoten Tierklinik im 6. Bezirk von Bukarest. Vier Pfoten verurteilt die illegale und grausame Aktion, die vom Rathaus des Sektor 6 angeordnet und von der ASPA durchgeführt wurde, auf das schärfste.

Unter Anwendung extrem brutaler Methoden (siehe Video) wurden die in Behandlung befindlichen Hunde von den Rathaus-Tierfängern eingefangen und in das Public Shelter Bragadiru bei Bukarest verbracht.

Die Missbrauchsaktion richtete sich nicht ausschliesslich gegen die Vier Pfoten Zwinger, sondern auch gegen das Tierheim insgesamt, in dem sich die Klinik befindet. Ungefähr 75 Hunde wurden dort brutal von den Hundefängern herausgeholt. Mehrere Zeugen sahen, wie mindestens 4 Hunde noch auf dem Gelände durch die brutale Behandlung starben. Die Verwaltung des Public Shelter lehnt eine Rückgabe der Hunde unter Bruch vieler Paragraphen des neuen Strassenhunde-Verwaltungs-Gesetzes ab.

“Diese tödliche Aktion der ASPA ist so sinnlos!” erklärt Gabriel Paun, Kampagnendirektor bei Vier Pfoten. “Sie waren kurz vor ihrer Adoption. Die Hundefänger töteten einige, verletzten andere. Wir werden tun was wir können, diejenigen noch einmal zu retten, die das Massaker überlebt haben und hoffen, liebevolle Familien für sie zu finden.”

Vier Pfoten hat einen offiziellen gültigen Vertrag mit dem Rathaus des Sektor 6 betreffend eines Strassenhunde-Kastrationsprojektes und für die Nutzung der Tierklinik, die Eigentum der Stadtverwaltung ist. Seit letzten Freitag wird Vier Pfoten Mitgliedern durch die ASPA der Zugang zu dem Grun2014 unddstück verboten. Die Vereinbarung über Sterilisation von Strassenhunden, das mit dem Rathaus von Sektor 6 unterzeichnet wurde, gilt noch bis April und Vier Pfoten hat bis heute noch keine Aufforderung zum Verlassen des Geländes erhalten.

Die Art und Weise, wie die Stadtverwaltung von Sektor 6 die Vereinbarung gebrochen hat ist vollständig unverständlich, unter Berücksichtigung der Tatsache, dass Vier Pfoten viele Spendengelder, Arbeitskraft und Zeit in dieses von der Stadtverwaltung gewünschte Projekt gesteckt hatte. Vier Pfoten hat bisher mehr als 3.000 Hunde im Sektor 6 sterilisiert. “Aufbrechen der Schlösser und Zerstörung der Zwinger von Vier Pfoten ist eine illegale Aktion”, betont Gabriel Paun. “Wir haben Beschwerde gegen die Polizei eingelegt und juristisch gegen die ASPA vorgehen. Die Hauptvorwürfe: Tötung und Quälereivon Tieren, Diebstahl, Unterschlagung von Privateigentum und Vandalismus.”

Alle diese Verbrechen wurden in Gegenwart der Lokalpolizei des Sektor 6 ausgeführt. Anstatt gegen die Gesetzesverstösse vorzugehen, hinderten die Ortspolizisten die Vertreter von Vier Pfoten am Betreten des Tierheimes.

Im Oktober 2013 trat infolge eines tragischen Vorfalles ein Strassenhunde-Tötungsgesetz inkraft. Einen Monat vorher war ein kleiner Junge schlimm durch Strassenhunde zugerichtet worden. Die Durchführungsbestimmmgung dazu kamen in der Weihnachtszeit ans Licht und bald danach begann das Töten. In den letzten Wochen haben viele Tierschutzorganisationen und Bürger Fälle von Missbrauch und Gesetzesbruch durch die lokalen Behörden gemeldet. Am 10. März war Vier Pfoten vor Gericht gegangen um eine Stop der Tötungen zu erreichen. “Die Situation ist ist offensichtlich ausser Kontrolle. Es ist Zeit für den Premierminister, Stärke zu zeigen und das Tötungsgesetz und den Missbrauch zu stoppen. Er ist der einzige, der dafür die Macht hat”, sagt Gabriel Paun.

The methodology to be applied to the killing came to light at Christmas time and the killing started soon after. In recent weeks many animal welfare NGOs and citizens reported cases of abuse and law breaking by the local authorities. On 10 March FOUR PAWS has submitted legal steps at the Court of Appeal in Bucharest for the Romanian Government to freeze the killing of stray dogs. „The situation is obviously out of control. It is time for the prime minister to take the lead and stop the killing law and the abuse. He is the only one with the power to do so”, says Gabriel Paun.

Massacre in FOUR PAWS clinic in Bucharest City hall dog catchers illegally enter FOUR PAWS veterinary clinic and abuse dogs City / Bucharest, 24 March 2014 – Last Friday, 21 March 2014, several dog catchers of the local authority for stray dogs management ASPA abused and illegally took 18 dogs treated by the international animal welfare organisation FOUR PAWS. They broke the lock of the entrance, took the dogs and vandalized the post-operation paddocks of FOUR PAWS veterinary clinic in 6th District of Bucharest. FOUR PAWS sharply condemns the illegal and cruel action ordered by the City Hall of Bucharest and perpetrated by the ASPA.

The dogs under treatment were captured by the city hall catchers applying extremely brutal methods (see video below) and were taken to the public shelter of Bragadiru near Bucharest. The abusive action was directed not only against the FOUR PAWS paddocks but also against the shelter in which the clinic is situated. Around 75 dogs were brutally taken out from there by the catchers. According to several eye witnesses, at least four dogs died on the spot because of the brutal handling. The public shelter’s administration refuses to give back the dogs, breaking several articles of the new law of stray dogs management. “The lethal action of ASPA has no meaning“, explains Gabriel Paun, Director of Campaigns at FOUR PAWS. „These dogs were rescued by us from terrible conditions and our teams brought them back to life. They were to be adopted. The dog catchers killed some, they injured others. We’ll do our best to rescue again those who survived the massacre and we hope to find loving families for them”.

FOUR PAWS has a legal contract ongoing with the 6th District City Hall for a stray dogs neutering project and for the use of the veterinary clinic which is property of the City Hall. Since last Friday, ASPA representatives forbid FOUR PAWS members the access to the facility.The Protocol for stray dogs neutering signed with the 6th District city hall is still valid until April 2014, and FOUR PAWS has not received any evacuation ordinance up to this date. The way the City Hall of 6th District broke the Protocol is completely unexplainable, giving the fact that FOUR PAWS invested money from donations, a lot of efforts and time in this project, which was requested by the City Hall. FOUR PAWS so far has neutered over 3.000 dogs in the 6th District. „Breaking the locks and vandalizing the paddocks of FOUR PAWS by the city hall catchers is an illegal action“, stresses Gabriel Paun. „We filed complaint to the police and we will open a legal action against ASPA. The main accusations: killing and cruelty against anim als, theft, sequestration of private goods and vandalism.“

All these abuses were carried out in the presence of the Local Police of 6th District. Instead of intervening for the law enforcement, the local policemen obstructed the access of FOUR PAWS representatives into the paddock.
