In der Presse und im Internet gibt es in der letzten Zeit viele Informationen über Mißhandlungen durch die Behörde zur Aufsicht der Sicherheit der Tiere (ASPA). Als Ergebnis dieser Grausamkeiten nicht nur gegen Tiere sondern auch gegen Menschen, wird das negative Ansehen Rumäniens in Bezug auf die schlechte Behandlung von Tieren noch gestärkt. Ich verlange daher den Rücktritt oder die Entlassung von Razvan Bancescu, Project Coordinator von ASPA.

Wenn unser Land wirklich einen zivilisierten Standard in den Institutionen haben will dürfen solche Praktiken unbegründeter Grausamkeiten und Gewalt nicht stattfinden und die Verantwortlichen müssen zur Rechenschaft gezogen werden.

Das absurde an dieser Situation ist schon allein durch den Namen der Institution Behörde zur Aufsicht der Sicherheit der Tiere, welche sich in den letzten Monaten in eine Folter- und Tötungsmaschinerie für wehrlose Tiere verwandelt hat, aber auch eine Bedrohung für Menschen darstellt die Straßenhunde lieben und sich um eine humane Lösung des Problems bemühen, gegeben.

Eine renommierte Organisation wie Vier Pfoten, die in den letzten 15 Jahren eine außergewöhnliche Arbeit in Rumänien geleistet hat, millionenschwere Projekte, finanziert durch ausländische Spenden, betreibt, wurde am Freitag den 21. März 2014 das Ziel eines brutalen und gewaltsamen Angriffs durch ASPA, welcher mittels Filmaufnahmen, Bildern und Zeugenaussagen dokumentiert wurde.

Nach Informationen, welche auf Facebook gepostet wurden, führte ASPA´s Angriff auf die Klinik von Vier Pfoten zu folgendem Ergebnis: blutende Hunde mit Fangschlingen über den Boden gezogen und in Käfige geworfen. Nicht zu vergessen das die Hundefänger die Schlösser aufbrachen und das Tierheim, sowie die Zwinger von Vier Pfoten verwüsteten. Den illegalen Auftrag dazu gab ASPA mit Genehmigung des Bezirksrathauses im 6ten Bezirk unter Zuhilfenahme der örtlichen Polizei. Alle 90 Hunde inklusive der 15 Hunde, welche zu Vier Pfoten gehörten, waren sterilisiert, mit einem Microchip versehen und registriert. Viele von ihnen waren schon vermittelt und für eine Ausreise zu ihren zukünftigen Besitzern vorbereitet.

Für eine derartige Einmischung muss der Verantwortliche zur Rechenschaft gezogen werden und Razvan Bancescu muß zurücktreten oder entlassen werden. Was kaum jemand weiß, Razvan Bancescu hat, zu meiner Zeit als Berater im Büro des Ministerpräsidenten, mit mir und 20 weiteren Experten, bestehend aus Anwälten und Vertretern der öffentlichen Behörden, an den Bemühungen ein Gesetz auszugestalten, welches eine humane aber effiziente Lösung des Straßenhundeproblems beinhalten sollte, teilgenommen. Seit dieser Zeit der Bemühungen und konstruktiven Diskussionen ist Razvan Bancescu zu Praktiken übergangen, welche große Empörung bei jedem Menschen auslösen der noch ein Gewissen hat.

I request the dismissal of Răzvan Băncescu,
Project Coordinator of the ASPA

In the press and on the Internet it was posted a lot of information about the abuses in the last period, of the Authority for Supervision and Protection of Animals (ASPA). As a result of such cruelty towards animals but also humans, brutalities that will strengthen Romania’s bad reputation on animal cruelty, I request the resignation or dismissal of Mr. Răzvan Băncescu, Project Coordinator of the ASPA.

If our country truly wants to have civilized standards of the institutions’ behavior, then such practices proving unjustified cruelty and violence, must be removed and those responsible must be held accountable.

The absurdity of this situation is also given by the name of the institution “Authority for the Supervision and Protection of Animals”, which in the past months has turned into a torture and killing machine of innocent animals, but also of intimidation of citizens who love stray dogs and are trying to find humane solutions for solving the problem of their presence on the streets.

A prestigious organization as Four Paws (Vier Pfoten), which for the past 15 years, has done an extraordinary work in Romania, running multi-million Euro projects obtained from foreign donations, was the target of a brutal and violent attack by ASPA, documented with footages, pictures and testimonies, on Friday, March 21st, 2014.

According to an information posted on facebook, ASPA’s intervention in a Four Paws’ (Vier Pfoten) clinic, had the following result: “bloody dogs, dragged with the catch poles, then thrown in cages. Recalling that the dog-catchers broke the locks and vandalized the shelter and the Four Paws paddocks from the ADP 6th District location, in an ILLEGAL action ordered by ASPA, under the agreement with the Hall District 6 and the support of the local police. All the 90 dogs, including the 15 dogs of FOUR PAWS were sterilized, microchipped and registered, and many of them were already adopted and were ready to go to their future owners.”

For such intervention, the ones responsible must be charged, and Mr. Răzvan Băncescu must resign or be dismissed. One thing which is less known is that Mr. Răzvan Băncescu participated together with me, when I was a State Counselor in the Prime Minister Office, and with other about 20 experts, lawyers and representatives of public authorities, in the efforts made in 2012 for drafting a law that would deal in a civilized and efficient manner with the stray dogs issue. Since that time of efforts and constructive discussions, Mr. Băncescu slipped into practices that revolt every human being that has a conscience…

Solicit demiterea lui Răzvan Băncescu, Coordonator de proiect al ASPA

În presa şi pe internet au fost postate numeroase informaţii despre abuzurile din ultima perioadă ale Autorităţii pentru Supravegherea şi Protecţia Animalelor (ASPA).
Ca urmare a acestor brutalităţi asupra animalelor dar şi asupra oamenilor, brutalităţi care vor întări faima României de ţară a cruzimilor faţă de animale, solicit demisia sau demiterea domnului Răzvan Băncescu, Coordonator de proiect al ASPA.
Dacă ţara noastră aspiră cu adevărat la standarde civilizate de comportament al instituţiilor, atunci astfel de practici care dovedesc cruzime şi violenţă nejustificate, trebuie înlăturate iar cei responsabili sancţionaţi.
Absurdul situaţiei este dat şi de numele instituţiei “Autoritatea pentru Supravegherea şi Protecţia Animalelor” care s-a transformat în ultimele luni, într-o maşinărie de torturat şi ucis animale nevinovate, dar şi de intimidare a acelor cetăţeni care iubesc câinii şi care încearcă să găsească soluţii umane de rezolvare a problemei prezenţei acestora pe străzi.
O organizaţie prestigioasă precum Vier Pfoten, care a făcut, în ultimii aproximativ 15 ani, o muncă extraordinară în România, derulând proiecte de multe milioane de Euro obţinute din donaţii externe, a fost ţinta unui atac brutal şi violent, documentat cu filmări, poze şi mărturii, sâmbătă, 21 martie 2014.
Conform unei informări făcute pe facebook, intervenţia ASPA într-o clinică a Vier Pfoten a avut următorul rezultat: “câini plini de sânge, târâţi cu crosele, apoi aruncaţi de-a valma în cuşti. Reamintim că hingherii au spart lacăte şi au vandalizat un adăpost şi padocurile VIER PFOTEN din curtea ADP Sector 6 în cadrul unei acţiuni ILEGALE comandate de ASPA, cu acordul Primăriei Sector 6 şi cu sprijinul Poliţiei Locale. Toţi cei 90 de câini, inclusiv cei 15 câini ai VIER PFOTEN, erau sterilizaţi, microcipaţi şi înregistraţi, iar o mare parte dintre ei erau deja adoptaţi şi urmau să plece către viitorii stăpâni.”
Pentru o astfel de intervenţie cei responsabili trebuie să răspundă, iar domnul Răzvan Băncescu să demisioneze sau să fie demis. Un lucru mai puţin cunoscut este că domnul Răzvan Băncescu a participat, alături de mine când eram Consilier de Stat în Cancelaria Primului Ministru şi de alţi cca 20 de experţi, jurişti şi reprezentanţi ai unor autorităţi publice, la eforturile făcute, în anul 2012, pentru elaborarea unei legi care să soluţioneze într-o o manieră civilizată şi eficientă problema câinilor comunitari. De la acel moment al unor eforturi şi discuţii constructive, domnul Băncescu a alunecat spre practici care revoltă orice om cu conştiinţă…
