The X-Ray of the dog mafia – S.C. Puppy Vet S.R.L. ( S.C. Alfmob Exim S.R.L. )
Starting with the year of 2000, the city of Constanta from Romania, is becoming the place of a territorial type of mafia, the local mafia roots belonging to the cityhall mayor’s Radu Stefan Mazare and his people. Part of everything, administrating and running the city, belonging to all type of businesses , this are the people usual described as Mazare’s people, where corruption and illegalities are everyday normality. Part of the local mafia is also the dog business, which in Constanta has a name. In 2002, the called company S.C. ALFMOB EXIM — S.R.L. gets in the administration of a person born in Constanta. Interesting to notice that the company background from year of registration- 1998 till 2002 is not Constanta but Bucharest. In 2002 entire company and administration of it is given to Minastireanu Teodor, no other then the father of Minastireanu Adrian Mihai ( a close person of Constanta’s mayor,Mazare Radu, they have became friends in youth years studying at the Naval Academy) Also, on same date, the object of activity of the company gets changed to a veterinary profile ( veterinary services )sell,import and export alive animals, pet products, veterinary products. Constanta: Starting then S.C. Alfmob Exim SRL becomes service provider of dog catching in Constanta and rents from The Public Domain of Constanta, the entire property on which the public shelter of Constanta is located on, terrains and constructions, for free. The contract available at this time, has started from 2012, is available for 4 years and is granted for free,by the municipality of Constanta:

Soon after that,in 2004, the company gets passed to the son of Minastireanu Teodor, Adrian Mihai Minastireanu, one of ” Mazare’s people” as the local mafia of Constanta is called.After 2003 the German charity Animal Star from Düsseldorf, comes for a charity visit in Romania,Constanta and finds how deplorable the public shelter of Constanta is and decides to help. The cityhall represent it will be no other then Cezara Minastireanu, the daughter in law of the owner of S.C. Alfmob S.R.L. ,at that time .She also,was part of a association of dog owners and breders,called “Hobby” – and up till this day she is in the business of breading and beauty contests with breeds as we can see she won in 2013 a price,look for Cezara Popescu:

The characters we see in photos are : the mayor of Constanta – Stefan Radu Mazare and Cezara Manastireanu ( no other then the wife of Minastireanu Adrian Mihai, the administrator of Alfmob exim srl) that played the role for the represent and translator for the mayor; the veterinarian, at that time, of the public shelter of Constanta – Adrian Balba, that will become famous in Constanta for veterinary services and selling of pet products but also follow on the political line and ascedency in administration,the famous line of P.S.D. members, line taken before by Adrian Minastireanu in 2009 that became the manager of Natural Sciences Museum Complex, job taken in 2012 by.. Adrian Balba! Years 2009-2010 have been intense in the administration of S.C. Alfmob S.R.L. , Cezara closing a working point of the company and changing the company social adress. In 2010 Cezara Minastireanu is redrawing herself from the company by cessionating everything towards Martinez Elena Laura , who is none else but her sister . ( fact proven by having same parents names in documents they supply to identify themselfs, withnesses etc)

At that time , the new named company S.C. Puppy Vet S.R.L. in colaboration with the cityhall of Botosani is lunching, what they call a pilot program to adopt the stray dogs from Botosani and bring them to Constanta for adoptions, supossedly. Contract that if it have costed something, wouldnt hsve been suprising since this is the way S.C. Puppy Vet S.R.L. is running their business. Fortunatly for the caught animals this transport was stopped by police together with animal lovers that found such images:

Years 2012- 2013 bring S.C. Puppy Vet S.R.L. new changes on who is administrating it but till 2013 was Constantin Popescu, condamed at 8 years in prison and released just one year later due to a decreet relised by the Romanian president at that time and the prime minister, Ion Iliescu and Adrian Nastase ( all revealed in the investigation Riseproject made : http://www.riseproject.ro/articol/afacerea-cainele-fara-stapan/What
again the press didnt knew is that, Popescu Constantin is no other then the new father in law of Cezara Dima. A new mafia alliance by marriage? By this date, 1 of january 2014,the Romanian news papers from Constanta, present a new character as the administrator of S.C. Puppy Vet S.R.L. , a certain Daniel Radu :
) And on 24 of December, at an social media event organised by a faimous romanian singer- Mihai Traistariu, to donate collected food towards animals in the public shelter, Cezara Dima is present and introducing herself as cityhall representant on the matter:
The visit of the singer got lots of donations that were allowed to be shared for just few days, afterwards, from 1 of January 2014 ,the acces of the singer and his friends to feed the animals was denied. More can be read on the facebook fpage of the singer – Mihai Traistariu.
If we look in the numbers of the declared bussiness , it is clearly for anyone to realise this is a company made to earn money and not care for the animal welfare at all. Contract type , probably similar with that in Botosani,from 2012, are being done constantly ,in Constanta, between different insitutions and companies run usually on same political line – P.S.D. : The Administration of Navigable Canals Constanta had contracts with Puppy Vet srl in 2013 August, in value of 13638 RON :

A service provider of the local mafia in Constanta, a dog catching bussiness lined up from the begining, when it started as a pure business perpetuated for more then 13 years by the same people, Mazare’s people and friends , in this case Minastireanu Adrian Mihai and his ex wife Cezara Minastireanu(or Dima after divorce in 2010 or Popescu after new marriage in 2013) Cezara’s sister- Martinez Laura Elena, Puretea Mihai -European arrested for card fraude, Ionet Togan etc. Looking at the official business numbers, one has to wonder, how many animals gave their life so far and how many will,abused by mafia’s interests ?!
